Professor Ufuk TÜREN
Dr. Ufuk Türen received his Bachelor's Degree in Systems Engineering from the Turkish Military Academy in 1995, completed Systems Engineering at Yeditepe University in 2000, Industrial Engineering Master's Program at Marmara University in 2002, and Engineering Management Doctorate Program at Marmara University in 2008. He has given undergraduate and graduate courses at the Turkish Military Academy, Defense Sciences Institute, and various universities.
Professor İhsan Alp
A graduate of the Department of Mathematics at Middle East Technical University (METU), Prof. Alp completed his MSc and PhD in Operations Research. He served as Assistant Professor, Associate Professor, and Full Professor in the Department of Statistics at Gazi University. Throughout his career he has taught courses in Statistics, Operations Research, Performance Evaluation, and Computer Programming. He has authored more than eighty national and international scientific publications, and his Google Scholar metrics list an h-index of 13 and an i10-index of 16. Prof. Alp has taken part in numerous projects for both public and private institutions as a manager and researcher. His primary research interests are Statistics, Operations Research, Computer Programming, and Performance Evaluation. To date, he has supervised 36 master’s and doctoral theses. In 2025 he joined the academic staff of the Management Information Systems Department at OSTİM Technical University.
Assoc. Prof. Faruk GÜVEN (Department Head)
Faruk Güven, graduated from Bilkent University's Industrial Engineering undergraduate program and completed his Ph.D. in Business Administration, later earning the title of Associate Professor in Marketing. He began his professional career in the fields of information and cybersecurity, working at leading multinational companies such as GE and PepsiCo. Additionally, he gained experience in the telecommunications sector and participated in internet-related projects for various United Nations commissions. His academic work continues in the fields of Data Science, Digitalization, and Digital Marketing.
Assoc. Prof. Hakan EREN
Hakan EREN, who graduated from the System Engineering undergraduate program, completed his master's and doctoral studies in Technology Management. In 2011, he received Operations Research and System Analysis training at the US Army Logistics University. During his public service between 1995-2021, he carried out tasks in the field of R&D and defense project management, research methods and multivariate statistical analysis, providing decision support and strategic planning. Between 2018-2021, he gave lectures (Defense Technologies and Innovation Management, Management and Organization, Cyber Warfare and Information Security, Research Methods, etc.) at Gendarmerie and Coast Guard Academy, Turkish Military Academy and Yıldırım Beyazıt University. Associate Professor Hakan EREN continues to carry out academic studies in the fields of Technology and Innovation Management, R&D Management, Strategic Planning and Entrepreneurship.
Assoc. Prof. Cemalettin Öcal FİDANBOY
Dr. C. Öcal Fidanboy received his B.Sc. Degree from Chemical Engineering Department of Ankara University, his first MSc. degree from Chemical Engineering Department of Hacettepe University and his second MSc. degree from Computer Engineering Department of Çankaya University. He completed his Ph.D. education in the field of Management Organization at Başkent University. With more than 20 years of experience in the IT sector, Dr. Fidanboy has worked as a manager, chief consultant and trainer in the establishment and certification processes of the management systems of many institutions and organizations operating in IT and defense sectors throughout his professional career life. He worked as a Software Quality Manager (Senior Researcher) in many important IT/defense projects and national/international management system certification projects carried out at TÜBİTAK - BİLGEM between 2002 and 2012. During the next two years, he was the management consultant of software management system establishment projects and other international certification projects at Türk Telekom Technology Directorate. He has many articles and papers on different topics such as management/strategy development, organizational behavior, quality management and R&D Management in IT industry. He has given lectures at Başkent, Çankaya and TED Universities as a part-time lecturer.
Assist. Prof. Melike AKTAŞ BOZKURT
Dr. Melike Aktaş Bozkurt graduated from Bilkent University, Department of International Relations in 1998. She completed her master's and doctorate degrees in Accounting and Finance at Başkent University. Between 1998 and 2010, she worked in the banking sector as a commercial portfolio manager. She has studies on international accounting and auditing standards, bank mergers and acquisitions, and market discipline in banking. She has been working as an accounting and finance manager in various private sector companies and provides investment and financial consultancy services for production enterprises.
Assist. Prof. Esra KUMAŞ
Esra Kumaş received her bachelor's and master's degrees from the Department of Industrial Engineering and her PhD degree from Gazi University, Department of Management Information Systems. She has worked as an independent external expert for the Ministry of Development, Ministry of Interior, Tübitak, Istanbul Development Agency and has been an evaluator for many projects. He is working on Industry 4.0, Digital Transformation and Maturity Models. He teaches Decision Support Analysis, Database Management, Business Intelligence, Statistics, Data Analysis and Machine Learning. He is currently working as a Lecturer at OSTIM Technical University, Department of Management Information Systems.
Assist. Prof. Levent EMMUNGİL
In 2002, he completed his undergraduate education in Computer Education and Instructional Technologies at Middle East Technical University. He then completed his master's and doctorate in science and mathematics at METU. He wrote Computer Hardware that Turkey’s first offical electronic book. He specialized such area as in the efficient use of Information Technology resources, lowering technology expenditures and internet supported education.
Assist. Prof. Egehan ÖZKAN ALAKAŞ
Egehan ÖZKAN ALAKAŞ completed her undergraduate studies at Atılım University, Department of Business Administration, and her graduate and doctoral studies at Gazi University, Department of Business Administration, Department of Health Management. She held many administrative positions, including Head of Student Affairs Department, Director of Continuing Education and Research Center. She gave lectures in the fields of E-commerce, Supply Chain Management, Logistics, Entrepreneurship. Strategic anagement, health Management, Organizational Behavior, Organizational Culture are among her fields of study. She started her academic life as a lecturer in 2018. She continues as a lecturer.
Assist. Prof. Tacettin Sercan PEKİN
Dr. Pekin was born in Ankara in 1985. After graduating from Bilkent University Computer Engineering in 2007, he completed his master's degree at the same department in 2010. In addition, he obtained another BS degree from Anadolu University Faculty of Business Administration in 2013. Finally, he completed his Ph.D. studies in the Department of Information Systems at Middle East Technical University in 2017. Since 2006, he has been working as a software developer. Over time, he worked as a technical leader, designer, technical manager, and finally, he established his own software company with his entrepreneurial identity. In addition to his engineering career, he has also worked in the academic field since 2007, and besides being a full-time assistant at Bilkent University, he worked as a visiting lecturer at Ankara Yıldırım Beyazıt University, Computer Engineering and Management Information Systems departments, and Gazi University Industrial Engineering Department. He currently is affiliated at Ostim Teknik University Management Information Systems Department. Dr. Pekin's areas of study and expertise include Human-Computer Interaction, Computer Games, Virtual-Augmented Reality and Mobile Application Development.
Assist. Prof. Mine Berra DOĞANER
Berra Doğaner received her BA from Marmara University, Department of Business Administration and her MBA and MA from Ankara University Department of Business Administration and Finance. Doğaner started her 35-year capital market career at the Capital Markets Board of Turkey and served there for 8 years. Subsequently, she transferred to the private sector and held senior positions as General Manager and Member of The Board of Directors in the leading investment institutions of the sector. Between 2005 & 2018 she served as General Manager and Member of The Board in Turkish Investment. The Group does business in Turkey, Northern Cyprus and England. Currently, she is an independent board member of Peker Real Estate Investment Trust, a company that has real estate investments in Turkey, England and Germany; and Piramit Securities Incorporated, and she is also a member of the Economic Advisory Board of the Istanbul Chamber of Commerce.
Assist. Prof. Ozan GÜLHAN
Ozan GÜLHAN, Ph.D. is a Faculty Member of OSTİM Technical University, Management Information Systems Department. He took part in the management and organization of various projects carried out by the International Monetary Fund and the World Bank on behalf of government. He has been part of various committees related to regulation of the financial sector within the scope of international standards and practices, and he has also worked as a senior manager in national and international financial institutions. After his academic studies abroad with a scholarship, he has given lectures and seminars in the area of finance and banking designed for public and private officials. He has many national and international academic studies on international auditing and accounting standards, banking, risk management, European Union, corporate governance, anti-money laundering and counter terrorist financing.
Assist. Prof. Hakan TARTAN
He was born in 1961 in Ankara. He graduated from Tevfik Fikret High School, then graduated from 9 Eylül University, Faculty of Economics and Administrative Sciences. He completed his master's and doctorate at the same University. He worked as a reporter, manager and columnist in Milliyet, Sabah and Hürriyet Newspapers for many years. He served as the Minister of Labor and Social Security in the 56th Republic government. He served as a senior manager in large companies and as an academician at various universities. In the 2009 local elections, he was elected as the Mayor of Konak District in the center of İzmir. He still continues to work in the fields of social policy.
Assist. Prof. Önder HALISDEMIR
He holds a master's degree in Capital Markets and a doctorate in Banking from Marmara University. He attended various educational programs at Wharton School and New York University. Halisdemir, who grew up as an apprentice in the Sultanhamam and Grand Bazaar markets, which is called as a commercial and life school, became the general manager in a bank in the 12th year of his professional career, which he started in 1995. Halisdemir, which has constituted the first digital bank and the largest investment bank in our country, has accomplished many international innovations, has received awards and has led the transformation in many fields throughout its career. Halisdemir is the Chairman of the Board of the Directors of Foundation of Turkey Finance Managers which is most established nonprofit of the financial sector.
Research Assistant Ali UÇUCU
In 2019, he graduated from Bartın University Faculty of Economics and Administrative Sciences, Department of Management Information Systems. In 2020, he started his master's degree at Gazi University, Department of Management Information Systems. In 2022, he completed his master's thesis titled “Prediction of the impact of the COVID-19 pandemic on quality of life with artificial neural networks method: 2020 period” and started his PhD studies at Gazi University, Department of Management Information Systems. Research Assistant Ali Uçucu also continues to work as an Assistant Expert at the Entrepreneurship and Leadership Application and Research Center.
Research Assistant Batuhan CİCİKLER
Batuhan Cicikler received his bachelor's degree from Ondokuz Mayıs University, Department of Computer Education and Instructional Technology (CEIT) in 2020 and his master's degree from Ankara University, Department of CEIT with the study "A Structural Equation Model for Adults' Problem Solving Skills in Technology-rich Environments in Turkey". He is interested in technology determinism and techno-solutionism in the context of educational sciences and the causal relationship between technology and society.
Research Assistant Serdar ÇELİK
Serdar Çelik obtained his B.Sc. from Atatürk University, Department of Industrial Engineering in 2015, Master of Industrial Engineering from Atatürk University in 2018, and pursuing Ph.D. in Operation Research at National Defence University, National Defence University, Alparslan Defence Sciences Institute, since 2022.
Research Assistant Qais NABİ
Qais Nabi graduated in 2022 from the National Defence University, Faculty of Administrative Sciences, with a bachelor's degree in International Relations. He began his MBA studies in 2023 at OSTİM Technical University, Department of Business Administration, and successfully completed the program in 2025. His master’s thesis focused on the intersection of leadership and technology, titled: “The Mediating Role of Technology-Induced Unemployment Anxiety in the Effect of Digital Leadership on Organizational Technological Entrepreneurship.”
Currently, he serves as a Research Assistant in the Department of Management Information Systems at OSTİM Technical University. In this role, he supports academic projects, contributes to departmental research, and actively participates in both educational and administrative activities.

Assist. Prof. Betül Cansu ÖZTÜRK
Dr. Betül Cansu Öztürk completed her undergraduate and graduate studies in the Department of Industrial Engineering at Gazi University and her Ph.D. in the Department of Management Information Systems at the same university. During her academic journey, she received various awards. Öztürk has worked in materials management at Şişecam, as an academician at Başkent University, as a consultant at Elite Naturel, and in the fields of quality, strategic management, and planning at TÜBİTAK. She played an active role in the preparation and publication of TÜBİTAK’s Strategic Plans for 2018-2022 and 2019-2023. As part of the Industry and Technology Strategy, she led the Human Capital and Advanced Technologies committees. She contributed to significant projects such as the restructuring of TÜBİTAK, Teknofest, and the Ministry's Human Resources Inventory System. She also served as an advisor to the Minister of Industry and Technology, Mr. Mehmet Fatih KAÇIR. Dr. Öztürk has experience and publications in areas such as management support systems, strategic planning and management, R&D supports, multi-criteria decision-making, ergonomics, quality, performance evaluation, and risk analysis. She is currently working in project management at TÜBİTAK BİLGEM and serving as an Assistant Professor in the Department of Management Information Systems.
